- January 25, 1995: The Department of the Treasury designated Hezbollah as a Terrorist Organization under Executive Order 12947.
- October 8, 1997: The Department of State designated Hezbollah as a Foreign Terrorist Organization.
- October 31, 2001: The Department of State designated Hezbollah as a Specially Designated Global Terrorist under Executive Order 13224.
In the 1985 Open Letter – Hezbollah’s announcement of its existence and its ideological manifesto – the group designated the United States as its greatest foe and the “main root of evil.” However, Hezbollah’s attacks against U.S. citizens and assets in Lebanon predated this declaration, including a string of kidnappings and suicide bombings. The most infamous of these attacks include the bombing of the U.S. Embassy in April 1983, which killed 63 people, and the so-called Marine Barracks Bombing of October 23, 1983, which killed 241 US military personnel.
The Annex to Executive Order 12947 of January 23, 1995 listed Hizballah as a Specially Designated Terrorist (SDT).Hezbollah’s designation as a terrorist group by the United States came on October 8, 1997, coinciding with the creation of the State Department’s Foreign Terrorist Organization (FTO) list. Additionally, on October 31, 2001, Hizballah was designated as a SDGT under E.O. 13224.
