Paraguay designated Hezbollah in its entirety as a terrorist organization on August 19, 2019. For years, Hezbollah had used Paraguay as a hub for fundraising and illicit finance operations.

Asuncion’s decision to act against the group was likely influenced by Argentina’s decision to proscribe Hezbollah, taken a month earlier. Pressure from the Trump administration also likely influenced Paraguay’s decision. Senior administration officials had made multiple visits to the Latin American country to convince Asuncion to adopt a tougher stance on Hezbollah – including a trip by Secretary of State Mike Pompeo.
